co-habitation vs marriage

after last night's debate on gay marriage, i stumbled across this:

http://money.guardian.co.uk/familyfinance/story/0,11674,1438240,00.html

i'm just wondering if any action the government take will also cover same-sex couples. if this is not the case, i will concede the argument that civil partnerships were indeed a cynical manoeuvre to fob off LGBT people. if however the draft bill (due 2007) does extend to all co-habiting couples, then i think what i said last night holds true: this government is committed to equality in our favour and the CPs are just the first step towards this.

I agree, i would like to hope that by 2007 this would apply to homosexual cohabitants as well as hetrosexual cohabitants... if it doesn't there is always the back up plan of burning down parliament i guess..... or at least the house of lords.
